James Gordon Carr, PC, OM, was a Canadian politician, journalist, and professional oboist who died on December 12, 2022. He belonged to the Liberal Party and served as the Winnipeg South Centre MP from 2015 until his passing. From 2018 to the end of 2021, he was a Minister without Portfolio in Justin Trudeau’s Cabinet. From 2015 to 2018, Carr served as the minister of natural resources. From 2018 to 2019, he served as the minister of international trade diversification. After receiving a cancer diagnosis in 2019, he resigned from Cabinet but was appointed as Trudeau’s special envoy for the Prairies. He rejoined the government in 2021 as a minister without a portfolio but continued to serve as a special representative for the Prairies. From 1988 until 1992, he served as a representative for the Manitoba Liberal Party in the legislature.

In the affluent Tuxedo seat in west Winnipeg, Carr lost his maiden bid for the Manitoba legislature to Progressive Conservative leader Gary Filmon in the 1986 provincial election. In 1988, when the provincial Liberals were enjoying greater popularity, he ran again. In the constituency of Fort Rouge, he surprised everyone by winning by more than 2,000 votes, defeating NDP cabinet minister Roland Penner. After this election, the Progressive Conservatives established a minority administration, and Carr was named Deputy Leader of the recognised opposition party.
The day after re-election as an MP in 2019, he received a multiple myeloma diagnosis and renal failure. In 2020, he received a stem cell transplant. The family of Carr noted that Carr “battled these diseases heroically and courageously over the previous three years with the wonderful support of his employees, coworkers, and loved ones.” Soon after the news, tributes flooded in. In a society that is becoming more and more divisive, Jim Carr established a reputation as a decent and reflective politician. Both allies and enemies praised him for his kindness. The Winnipeg-based Liberal politician and former cabinet minister passed away, his family revealed on Monday. He was 71.
“Jim was liked and respected by so many and we know he will be greatly missed,” Carr’s family said in a written statement. Carr served as a devoted elected representative, business leader, and community leader in Manitoba for more than 30 years.
